BALANCING ITALIAN DUTIES ON FUELS: TARGET 2030

Beside a wider outlook aimed to meet environmental requirements and to promote, at the expenses of old fossil fuels, the advancement of engines powered by eco-sustainable products, a Five-Years path is close to start to reconcile excise duty rates for diesel and petrol.

Governmental Decree released last March 13th approves a remodulation of the excise duties on diesel and gasoline used as fuels. The goal is to contribute either to limiting some of the current environmentally harmful benefits and to the progressive reduction of gas emissions.

Nowadays, the gap in the excise duty rate in favor of diesel is 0,11 € per liter. During the adjustment period 2025-2030, the reduction of rates for gasoline is expected to range between 1 and 1,5 eurocents per year. In concomitance with that, also to safeguard revenue flows, the equivalent amount will be the increased value of rate for diesel.

In terms of tax policy, further incentive and/or reductions and expected to be applied to encourage a more massive use of other sustainable fuels, such as biodiesel, bioethanol and HVO.

On the other hand, shall not be subject to any increase – once accounted net of reliefs and refunds – the diesel used for transport of goods and passengers (commercial use) and as a fuel for motor power, turning even more profitable the opportunity to implement procedures to guarantee periodic excise duty refunds before the Italian Custom..
