
SIMPLIFIED ACCOMPANYING DOCUMENT BECOMES ELECTRONIC SIMPLIFIED ACCOMPANYING DOCUMENT AND THE CONSEQUENCES IN THE NETHERLANDS
As of February 13th 2023, Directive 2020-262 will be applicable and one of the adjustments has to do with the change of the paper Simplified Accompanying document (SAD) to an electronic Simplified Accompanying document (e-SAD).
The Netherlands will not be ready in time for this adjustment of the EMCS platform (version 4.0) on which the e-SAD application is included. This means the Netherlands will, from February 13th onwards, make use of the emergency procedure. The expectation is that this will be in place until at least October 2023.
Traders must be licensed as Certified Consignee in order to receive duty paid goods from other countries within the EU. The Dutch Government now makes requires you need to be the owner of the goods to be eligible for this license.This differs from the current regulations for the VGD when receiving (and this is still under discussion between business and government representatives).
Under these new rules a logistics service provider could not have a VGG license and is therefore no longer allowed to offer this service. To be continued…
The license needed to send out duty paid goods, is the License Certified Consignor. There is no requirement to be owner of the goods and hence this will still be available for logistics service providers.
